What is an ISBN, and how does a Mizoram publisher get one?

An ISBN identifies one book, in one edition, in one format. It is a supply-chain identifier and nothing more: it carries no legal force, confers no copyright and implies no approval of the content. What it does is make the book orderable. Without one, a title cannot be traded by number and will be turned away by most distributors, retailers and libraries.
India runs one national agency. The Raja Rammohun Roy National Agency for ISBN was set up in January 1985 and is run by the Department of Higher Education, Ministry of Education, from New Delhi. It is one of more than 160 ISBN agencies worldwide, and it is the only source authorised to assign ISBNs to publishers supplying an address in India. A publisher in Mizoram applies here, and may not apply to another country's agency instead.
In short, the ISBN is free and the process is administrative, which is why it is underestimated. Three departmental approvals stand between a new applicant in Mizoram and a number, and each can bounce the file back. ISO 2108 One number per edition and format
The ISBN attaches to a specific edition in a specific binding. A hardback, a paperback and an e-book of the same title are three products, and the supply chain needs to tell them apart.

Which publications from Mizoram qualify for an ISBN?
The test is whether the product is a monograph: text that stands on its own, in print, audio or electronic form.

Two boundaries settle most questions. The first is the serials boundary. Magazines, academic journals and other periodicals are outside the ISBN system and take an ISSN instead. Books in a series sit on both sides of it: the ISSN identifies the ongoing series, the ISBN identifies the individual volume, and where a publication has both, each is printed on the copyright page.
The second is the language question, which comes up constantly with publishers in Mizoram. It does not matter. The agency's answer is that the group identifier follows the country in which the publisher is based, not the language of the text. A book in any language of Mizoram, published from Mizoram, takes an Indian group identifier like every other Indian title.
An ISBN is not copyright, and not a legal requirement
The agency states that the international ISBN system imposes no legal requirement to have an ISBN and that the number conveys no legal or copyright protection. Copyright in a literary work arises on creation; the registered record of it is a separate filing. Anyone selling an ISBN as legal protection for your manuscript is misdescribing it.
Which applicant category applies to you?
Five categories on the portal. The one a Mizoram applicant picks decides the documents, the allotment and, if it is wrong, whether you register twice.

The definition that decides the category is the agency's definition of a publisher: whoever initiates production and normally bears the cost or financial risk of making the product available. That is not the printer. It can be the author, where the author has chosen to publish the book themselves and carries the risk.
Two consequences follow, and both catch people out. A print-on-demand platform that assigns a number from its own registrant element becomes the publisher of your book, which the agency calls not recommended practice, because leaving that platform later means taking a new ISBN. And a printer in Mizoram may help with the forms, but the registrant element and the number must be registered in the name of the genuine publisher so the title stays traceable after publication.
Practitioner insight (IncorpX publishing team)
The costliest mistake we see is an author registering under a publisher category to get a block of 10 numbers, then failing the document check because there is no registered ID proof of a publishing agency to upload. Registration is rejected, and a rejection is not a correction: the portal sends you back to fresh registration. Where an author genuinely intends to publish other people's books, the answer is to register the publishing entity first and then apply as its publisher.

Note what is not on the list: a fee receipt, because there is no fee. A new publishing house in Mizoram with no CIN and no other government document usually solves the registered ID proof problem with an Udyam registration, which is free, issued online and squarely within the agency's stated examples.
How to apply for an ISBN from Mizoram
Ten steps across the portal seven-stage flow and three departmental approvals. Normal turnaround is 7 to 9 working days from the date of registration.
Fix who the publisher is
The publisher initiates production and bears the financial risk. That is not the printer, and it is not a print-on-demand platform unless you intend the platform to own the number. Where you self-publish, you are the publisher.
Choose the applicant category
Commercial Publisher, Institutional Publisher, Individual Publisher, Self Published by Author or Institutional Author. The category sets the documents and the allotment, and switching later means registering afresh.
Complete pre-registration
Register on the portal with name, email, phone and applicant type, then verify the email. Login credentials are mailed at once, but registration is not complete until post-registration is submitted and approved.
Submit the post-registration form
Log in and complete the applicant form, then upload the category documents: PAN and an address proof showing the Mizoram address, or a registered ID proof of the publishing agency, or an ISBN request letter.
Clear the approval of registration
The department verifies details and documents, normally in 2 to 3 working days. A clarification is answered by logging in and re-uploading against the remarks. A rejection means registering again from the beginning.
File the ISBN request
With registration approved, submit the ISBN request so the department can allot the category. That approval normally takes 1 to 2 working days, and you then receive an ISBN earmarked notification.
Add the book and its ONIX metadata
Enter the title details against the application reference number, including product composition, which describes how the product is retailed, and product form, which describes the binding or digital format.
Receive the ISBN
The department assigns the number, normally in 2 to 3 working days after title details are submitted. After allocation no alterations can be made under any circumstances, so the details must be right before you submit.
Print it and upload the verso page
Print the number on the copyright page, and on the back cover at lower right where there is no barcode. Upload the final title verso page so the department can confirm the published book matches the application.
Plan the next numbers
A publisher applies again once 90 percent of the earmarked block is used, and may be given an additional registrant element where the first is exhausted. A self-publishing author applies again for each new title.

The distinction the agency draws between a reprint and a new edition is worth quoting in substance: a reprint is more copies without significant change, possibly with a few typos corrected. A new edition is a change a consumer could complain about, where what they received was not what they anticipated. That framing is more useful than any word count, because it puts the test where it belongs, on the buyer's expectation.
What happens after the ISBN is allotted?
Three obligations, and one rule that cannot be undone.
Print it in the right place
On the copyright page, or the foot of the title page. Where there is no barcode, also on the back cover or jacket at lower right. For an e-book, on the title display screen.
Upload the final verso page
This is how the department confirms the published book matches the application. Title, author, publisher, printer details, ISBN and copyright particulars all appear on it.
Submit metadata for every number
Including numbers used for internal publications. Unreported use leaves agency records showing an unused block, and it will refuse an additional registrant element on that basis.
No changes after allocation
Once the number is allotted, no alterations can be made under any circumstances. A book printed with the wrong ISBN needs a fresh number, stickers and database updates.
Never reuse or transfer a number
An ISBN identifies a title, edition and binding for all time, including after it goes out of print. Individual transfers are not permitted, even from a printer to its own customer.
Watch the 90 percent mark
Apply for more once 90 percent of the earmarked block is used. An additional registrant element is an addition, not a replacement, so the earlier numbers stay valid.
Numbers allotted to unpublished books are gone
Asked whether ISBNs can be reassigned when the books they were allocated to were never published at all, the agency's answer is one word: no. The same applies to out-of-print titles. Plan the block against titles you will actually publish, because unused numbers cannot be recycled into a different book later.

Most publishers need two or three of the four. A single book needs an ISBN per format and, if the text matters commercially, a copyright registration for the manuscript. A book series needs an ISBN per volume plus an ISSN for the series itself. A book sold through retail in Mizoram also needs the ISBN rendered as an EAN-13 barcode, which is artwork, not a separate registration.
ISBN terms, defined
The vocabulary the portal uses, in the agency sense rather than the everyday one.
- ISBN
- The International Standard Book Number: 13 digits in five parts, being the GS1 prefix, the registration group element, the registrant element, the publication element and a modulus 10 check digit. Defined by ISO 2108.
- Monographic publication
- Text that stands on its own as a product, in print, audio or electronic form. Books, pamphlets, educational kits, microforms, CD-ROMs and e-books qualify; magazines, journals and other serials do not.
- Publisher
- Whoever initiates the production of a publication and normally bears its financial risk. Not usually the printer. It can be the author, where the author self-publishes and carries that risk.
- Registrant element
- The part of the number identifying a publisher or imprint. Its length signals the block: six digits corresponds to a block of 10 numbers, five digits to 100, four digits to 1,000.
- Imprint
- A trade name under which a work is published. Up to three can be added at post-registration, and further imprints through Edit Profile once registration is approved.
- Title verso page
- The copyright page, carrying the title, author, publisher, printer details, ISBN and copyright particulars. The final version is uploaded to the portal after allotment.
- ONIX for Books
- The XML-based international standard for book product metadata. Its product composition and product form fields describe a publication in the ISBN India online system.
- New edition
- A publication changed significantly in content, structure or layout, which takes its own ISBN. A reprint, meaning more copies without significant change, keeps the existing number.
