Many states now offer online Fire NOC applications through their Fire Department portals or integrated single-window clearance systems. For example, Delhi, Maharashtra, Karnataka, and Gujarat have online submission portals. However, the physical site inspection by the Fire Department remains mandatory before Final NOC issuance. National Building Code of India 2016, Part 4 deals specifically with Fire & Life Safety. It is the primary reference standard for Fire NOC compliance across India.
While the terms are often used interchangeably, technically a Fire NOC is the No Objection Certificate issued by the Fire Department for building plans or occupancy, while a Fire Safety Certificate is a broader compliance document that may be issued after a fire safety audit confirming all equipment is functional and maintained. For most practical purposes, both serve the same function of certifying fire safety compliance.
Fire NOC requirements for residential buildings vary by state and height. Generally, residential buildings above 15 metres (approximately 5 floors) or multi-storey apartments with common areas require Fire NOC. Individual houses and low-rise apartments may be exempt, but housing societies and group housing projects typically need Fire NOC before obtaining the occupancy certificate from the municipal authority.
Fire NOC is typically issued for the building/premises, not the individual owner. When ownership changes, the new owner must apply for a fresh Fire NOC or transfer of NOC by submitting updated ownership documents and ensuring all fire safety equipment is maintained. Some states allow direct transfer with updated records, while others require a fresh inspection.
