Hallmark Registration is a mandatory certification process administered by the Bureau of Indian Standards (BIS) that authorises jewellers to sell hallmarked gold jewellery and gold artefacts in India. Hallmarking guarantees the purity of precious metals and protects consumers from adulteration, making it a cornerstone of the Indian jewellery trade.
Under the BIS Act 2016 and the Hallmarking of Gold Jewellery and Gold Artefacts Order 2020, the Government of India made hallmarking of gold jewellery mandatory from 23 June 2021. Every jeweller selling gold jewellery of 14K, 18K, 20K, 22K, or 24K caratage must obtain a BIS Hallmark Registration (licence) and ensure that all gold articles are hallmarked with a Hallmark Unique Identification Number (HUID) at a BIS-recognised Assaying and Hallmarking Centre (AHC) before sale.
The new HUID-based hallmarking system ensures complete traceability - each hallmarked article receives a unique 6-character code that consumers can verify through the BIS Care app or BIS website. This system replaced the old hallmark regime and significantly enhances consumer confidence in the purity of gold articles purchased in India.
At IncorpX, we provide comprehensive BIS Hallmark Registration services across all states and districts in India. Our team of experts handles everything from document preparation and BIS portal filing to inspection coordination and licence procurement, ensuring a hassle-free registration experience for jewellers. We also assist with BIS/ISI Registration and other licences and registrations.
What is Hallmark Registration?
Hallmark Registration (also called BIS Jeweller Registration, BIS Hallmark Licence, or Gold Hallmark Certificate) is the official authorisation granted by the Bureau of Indian Standards (BIS) to jewellers, enabling them to legally sell hallmarked gold jewellery and gold artefacts in India. Without this registration, a jeweller cannot get gold articles hallmarked at Assaying and Hallmarking Centres or sell gold jewellery in the market.
The hallmarking process involves testing gold articles for purity at a BIS-recognised Assaying and Hallmarking Centre (AHC) and stamping them with three marks: the BIS Standard Mark (triangle logo), the Purity/Fineness grade (e.g., 916 for 22K gold), and the HUID number (6-character alphanumeric code). This certification is governed by IS 1417 for gold articles and IS 2112 for silver articles.
Hallmarking is mandatory for gold since June 2021 and voluntary for silver. The licence is valid for 1 year and must be renewed annually. Jewellers must get all gold articles hallmarked before offering them for sale. Selling non-hallmarked gold in notified areas attracts severe penalties under the BIS Act 2016.
Key Aspects of Hallmark Registration:
Purity Certification:
Hallmarking guarantees that the gold article meets the declared caratage (14K/18K/20K/22K/24K) and fineness standards under IS 1417.
HUID Traceability:
Each hallmarked article receives a unique HUID number that is digitally traceable and verifiable by consumers through the BIS Care app.
Consumer Protection:
Mandatory hallmarking protects consumers from being sold impure gold and enables grievance redressal through BIS.
Annual Licence:
BIS Hallmark Registration is valid for 1 year and must be renewed before expiry to continue legal sale of gold jewellery.
Did You Know?
India is the world's second-largest consumer of gold, with annual demand exceeding 700-800 tonnes. Before mandatory hallmarking, studies found that up to 40% of gold jewellery sold in India did not meet the declared purity standards. The HUID system has transformed consumer trust in the gold jewellery market.
Why is Hallmarking Mandatory in India?
The Hallmarking of Gold Jewellery and Gold Artefacts Order 2020, issued under Section 16 of the BIS Act 2016, made hallmarking of gold jewellery mandatory in India from 23 June 2021. This landmark order was necessitated by widespread consumer defrauding on gold purity and the absence of any enforceable quality standard in the gold jewellery retail market.
Before mandatory hallmarking, jewellers could sell gold articles at any purity without independent verification. Consumers had no reliable way to confirm the actual gold content of their purchases. The Hallmarking Order 2020 changed this by requiring every jeweller to:
Obtain a BIS Hallmark Registration (licence) before selling gold jewellery
Get all gold articles hallmarked at a BIS-recognised AHC with HUID
Sell only hallmarked gold jewellery in the notified caratage grades (14K/18K/20K/22K/24K)
Maintain records of hallmarked articles linked to their HUID numbers
Display BIS Hallmark Registration certificate at the business premises
Comply with BIS inspection and market surveillance requirements
The order applies to all districts across India (implemented in phases) and covers gold jewellery and artefacts of 14, 18, 20, 22, and 24 carat. Non-compliance attracts severe penalties including imprisonment up to 1 year, fines up to ₹1 lakh, or 5 times the value of the article under the BIS Act 2016.
Important Note!
The Hallmarking Order 2020 provides limited exemptions for: (a) gold jewellery meant for export, (b) articles for international exhibitions, (c) articles specifically notified by the government, and (d) watches and fountain pens where gold is a component. All other gold jewellery sold domestically must be hallmarked.

HUID - Hallmark Unique Identification Number:
The Hallmark Unique Identification Number (HUID) is the cornerstone of India's new hallmarking system, introduced in July 2021 to replace the old hallmarking regime. Here's everything you need to know about HUID:
1. Unique Code
Each hallmarked gold article receives a unique 6-character alphanumeric HUID that cannot be duplicated or reused for any other article.
2. Digital Traceability
HUID is linked to the BIS central database recording the article's purity, AHC details, date of hallmarking, and registered jeweller information.
3. Consumer Verification
Consumers can verify any HUID using the BIS Care mobile app (Android/iOS) or the BIS website to confirm article authenticity and purity.
4. Anti-Fraud Protection
HUID eliminates the possibility of misusing jeweller identification marks - a common issue with the old hallmarking system.
5. Accountability Chain
HUID creates an unbroken accountability chain from AHC to jeweller to consumer, enabling dispute resolution and quality assurance.
6. Replaces Old System
The three-mark HUID system (BIS logo + fineness + HUID) replaces the old four-mark system (BIS logo + fineness + AHC mark + jeweller mark).

Assaying & Hallmarking Centres (AHC) - Role & Requirements:
Assaying and Hallmarking Centres (AHCs) are the backbone of India's hallmarking ecosystem. Here's what jewellers need to know about AHCs:
Purity Testing
AHCs test gold and silver articles using advanced methods - X-ray Fluorescence (XRF), fire assay, and cupellation - to determine the exact fineness and caratage.
Hallmark Stamping
After purity verification, AHCs stamp the article with the BIS Standard Mark, fineness grade, and unique HUID number using laser engraving or mechanical stamping.
HUID Generation
AHCs generate and assign HUID numbers through the BIS centralised system, linking each article to its purity data, assaying details, and jeweller information.
1,200+ Centres Nationwide
Over 1,200 BIS-recognised AHCs operate across India, ensuring jewellers in all districts have accessible hallmarking facilities for timely compliance.
BIS Recognition
Only BIS-recognised AHCs can hallmark articles. Recognition requires meeting stringent equipment, infrastructure, trained manpower, and quality management standards.
Quality Audits
BIS conducts periodic audits and proficiency testing of AHCs to ensure accuracy and reliability of purity testing and hallmarking operations.
Fees & Validity for BIS Hallmark Registration:
BIS Hallmark Registration fees vary based on the annual turnover of the jewellery business. The licence is valid for 1 year and must be renewed annually. Here's the detailed fee structure:

FAQs on Hallmark Registration
Understanding BIS Hallmark Registration requirements can be confusing due to evolving rules and HUID compliance norms. We've compiled answers to the most frequently asked questions to help you navigate the process.
Whether you're a new jeweller applying for the first time or need to renew your existing licence, these FAQs cover everything about Hallmark Registration in India.
BIS Hallmark Registration is a mandatory certification process administered by the Bureau of Indian Standards (BIS) under which jewellers must obtain a license to sell hallmarked gold and silver jewellery in India. Hallmarking certifies the purity (fineness) of precious metal articles and is governed by the BIS Act 2016 and the Hallmarking of Gold Jewellery and Gold Artefacts Order 2020. At IncorpX, we provide end-to-end Hallmark Registration services starting at just ₹9,999.
The Government of India made hallmarking mandatory from 23 June 2021 under the Hallmarking of Gold Jewellery and Gold Artefacts Order 2020 to protect consumers from being cheated on gold purity. Every jeweller selling gold jewellery of 14K, 18K, 20K, 22K, and 24K caratage must obtain a BIS Hallmark Registration (licence). Selling non-hallmarked gold jewellery is a punishable offence with penalties including imprisonment up to 1 year or a fine up to ₹1 lakh or five times the value of the article, whichever is more.
The Hallmark Unique Identification Number (HUID) is a 6-character alphanumeric code assigned to each hallmarked gold article under the new hallmarking system introduced in July 2021. HUID replaced the old hallmark system where jewellers' identification marks were stamped. Each HUID is unique, traceable, and linked to the specific article's purity details, assaying centre, and jeweller in the BIS database. Consumers can verify HUID authenticity using the BIS Care mobile app or the BIS website.
All jewellers, manufacturers, wholesalers, and retailers who sell, offer for sale, or display for sale gold jewellery and gold artefacts in India must obtain a BIS Hallmark licence. This applies to:
Retail jewellery shops selling gold jewellery to consumers
Step 5: BIS may conduct inspection of the premises (for new registrations)
Step 6: Upon verification, BIS grants the Hallmark Registration licence
The process typically takes 15-30 days. At IncorpX, we handle the entire process for you.
The following documents are required for BIS Hallmark Registration:
Identity Proof: PAN Card and Aadhaar Card of the proprietor/partners/directors
Business Registration: GST Registration Certificate (mandatory)
Address Proof: Electricity bill or property tax receipt of the jewellery shop
Premises Proof: Rent Agreement or Sale Deed of the business premises
Shop & Establishment / Trade License: Municipal trade license or shop licence
Entity Documents: Partnership Deed, Certificate of Incorporation, or Proprietorship declaration
Photographs: Passport-size photos of the applicant and shop front photographs
Bank Details: Cancelled cheque or bank statement for fee payment verification
The BIS Hallmark Registration fees depend on the turnover of the jeweller:
Annual Turnover up to ₹1 Crore: Registration fee of approximately ₹6,000
Annual Turnover ₹1-5 Crore: Registration fee of approximately ₹12,000
Annual Turnover ₹5-10 Crore: Registration fee of approximately ₹18,000
Annual Turnover above ₹10 Crore: Registration fee of approximately ₹25,000
The licence is valid for 1 year and must be renewed annually. At IncorpX, our all-inclusive Hallmark Registration package starts at ₹9,999, covering documentation, filing, and follow-up.
The BIS Hallmark Registration licence for jewellers is valid for 1 year from the date of grant. It must be renewed before expiry to continue selling hallmarked gold jewellery. The renewal process involves filing a renewal application on the BIS portal, paying renewal fees, and updated compliance verification. Failure to renew results in the jeweller being unable to legally sell gold jewellery. IncorpX provides timely renewal reminders and handles the complete renewal process.
An Assaying and Hallmarking Centre (AHC) is a BIS-recognised laboratory that tests the purity of gold and silver articles and stamps the hallmark (BIS Standard Mark, fineness grade, and HUID) on them. AHCs are the only authorised facilities that can hallmark jewellery in India. Jewellers must get their articles hallmarked at a BIS-recognised AHC before selling them to consumers. There are 1,200+ BIS-recognised AHCs across India. To become an AHC, a laboratory must meet BIS requirements including equipment standards (XRF, fire assay, cupellation), trained staff, and quality management systems.
Under the BIS Act 2016 and the Hallmarking Order 2020, the penalties for selling non-hallmarked gold jewellery are severe:
First Offence: Fine up to ₹1,00,000 (₹1 lakh)
Repeat Offence: Imprisonment up to 1 year or fine up to 5 times the value of the article, or both
Licence Cancellation: BIS may cancel or suspend the jeweller's registration
Seizure: Non-hallmarked gold articles can be seized by enforcement authorities
Consumer Complaints: Consumers can file complaints with BIS and consumer courts
BIS conducts regular market surveillance drives to check compliance.
No. Since mandatory hallmarking was implemented in phases, all gold jewellery offered for sale must be hallmarked with HUID in the notified districts and caratages. Existing old stock (without HUID) must be sent to a BIS-recognised Assaying and Hallmarking Centre (AHC) for hallmarking before it can be sold. The government provided transition periods for jewellers to get old stock hallmarked. Selling any non-hallmarked gold jewellery in notified areas is an offence under the BIS Act 2016.
Consumers can verify the authenticity of hallmarked gold jewellery using the following methods:
BIS Care App: Download the official BIS Care mobile app (available on Android and iOS) and scan or enter the 6-digit HUID number
BIS Website: Visit bis.gov.in and use the "Verify HUID" feature to check article details
SMS Verification: Send the HUID number to the BIS verification number
The verification shows the purity grade, assaying centre details, date of hallmarking, and jeweller information, ensuring complete transparency and consumer protection.
The old hallmarking system (before July 2021) had four marks: BIS logo, purity grade, AHC identification mark, and jeweller's identification mark. The new HUID system replaces the AHC mark and jeweller's mark with a single 6-character alphanumeric HUID number. Key differences:
Traceability: Each HUID is unique and digitally traceable - the old system allowed duplication
Consumer Verification: HUID can be verified online/via app - old marks could not
Accountability: HUID links the article to the specific jeweller and AHC
Anti-Fraud: HUID eliminates the possibility of misusing jeweller identification marks
Currently, hallmarking is mandatory only for gold jewellery under the Hallmarking of Gold Jewellery and Gold Artefacts Order 2020. However, BIS provides voluntary hallmarking for silver articles under IS 2112. Silver articles can be voluntarily hallmarked to certify purity (fineness) at grades 999, 970, 925 (Sterling Silver), and 900. The government may extend mandatory hallmarking to silver articles in the future. Jewellers dealing in silver can proactively register for silver hallmarking for consumer trust.
The Bureau of Indian Standards (BIS) is the national standards body of India established under the BIS Act 2016. Its role in hallmarking includes:
Policy & Standards: Setting hallmarking standards (IS 1417 for gold, IS 2112 for silver)
Jeweller Registration: Granting licences to jewellers for selling hallmarked articles
AHC Recognition: Recognising and auditing Assaying & Hallmarking Centres across India
HUID Management: Managing the centralised HUID database and verification system
Market Surveillance: Conducting inspections, raids, and enforcement against non-compliance
Consumer Grievance: Handling complaints related to hallmarking and purity disputes
Yes. BIS Hallmark Registration is 100% online. The entire application process - from form submission and document upload to fee payment and licence issuance - is handled through the BIS portal (manak.bis.gov.in). No physical visit to BIS offices is required for the application. However, BIS may conduct a physical inspection of the jewellery premises for new registrations. At IncorpX, we handle the complete online process for you, including form filling, document preparation, portal filing, and inspection coordination.
If your BIS Hallmark licence expires and is not renewed:
You cannot legally sell gold jewellery until the licence is renewed
Any sale during the lapsed period is treated as selling without registration
BIS may impose penalties and require fresh application with additional fees
Your jewellery business reputation and consumer trust may be affected
It is crucial to file the renewal application well before the expiry date. IncorpX sends timely renewal reminders and handles the complete renewal process to ensure zero downtime for your jewellery business.
The Government of India implemented mandatory hallmarking in phases. Initially, 256 districts were notified from 23 June 2021, and subsequently it was extended to all districts across India. As of 2026, mandatory hallmarking applies to all districts in India for gold jewellery and artefacts of 14K, 18K, 20K, 22K, and 24K caratage. No jeweller in any district can legally sell non-hallmarked gold jewellery.
