While you can export without RCMC, you will miss out on valuable incentives. RCMC is valid for 5 years and must be obtained from the EPC relevant to your product category.

RoDTEP (Remission of Duties and Taxes on Exported Products) is a government scheme that reimburses embedded central, state, and local taxes on exported products that are not refunded through other mechanisms like GST input tax credit or duty drawback. Merchant Exporters with valid IEC, GST registration, and RCMC are eligible for RoDTEP benefits. The reimbursement rates are product-specific and notified by DGFT. RoDTEP credits are issued as electronic scrips that can be used for customs duty payment or transferred to other importers.

Under Notification 40/2017, goods procured at the concessional 0.1% GST rate must be exported within 90 days from the date of the supplier's tax invoice. If the Merchant Exporter fails to export within 90 days, the supplier becomes liable to pay the differential GST (standard rate minus 0.1%) along with applicable interest. The exporter must indemnify the supplier for any such liability. This timeline ensures the concessional rate is used genuinely for export purposes.

The only requirements are a valid IEC, GST registration, and a bank account linked to foreign exchange transactions. Many first-time exporters start as Proprietorships due to the simpler compliance requirements.

The invoice must include: GSTIN of the exporter, IEC number, buyer's name and address, shipping bill number and date, port of loading, country of destination, and a declaration that the supply is meant for export. For LUT exports, the invoice must state "Supply meant for export under LUT without payment of IGST." The invoice must be uploaded on the GST portal in GSTR-1 under Table 6A for exports.

Customs authorities play a critical role in Merchant Exporter operations: (1) Processing shipping bills for export clearance, (2) Verifying Let Export Order (LEO) for goods leaving India, (3) Transmitting shipping bill data to GSTN for IGST refund processing, (4) Administering duty drawback claims, and (5) Verifying RoDTEP eligibility. Merchant Exporters must register on the ICEGATE portal and obtain an AD Code from their bank for customs clearance.

Duty Drawback refunds customs duties paid on imported raw materials or components used in the exported product. RoDTEP reimburses embedded domestic taxes (state levies, mandi tax, fuel costs) not covered by GST ITC or duty drawback. However, the exporter must ensure there is no double benefit - the two schemes are designed to be complementary, not overlapping.
