The Department of Innovation, Incubation and Start-ups (DIIS) is the Government of Assam body charged with growing and governing the state's startup ecosystem. A Cabinet decision on 31 January 2025 carved it out as a dedicated unit for policy, funding, mentorship, and infrastructure, a move that made Assam the first state in the North-East to set up an administrative body solely for innovation and startups. The department operates from Guwahati.
Access to state support begins with the My Assam Startup ID (MASI), the recognition any Assam-based or Assam-employing venture needs before it can tap incentives, incubation, or grants. Registration and MASI issuance happen through the Startup Assam Portal at startup.assam.gov.in.
DIIS draws on two policy frameworks, the Assam Startup Policy 2017 and the newly cleared Assam Startup and Innovation Policy 2025-30, the latter carrying a Rs. 397 crore budget across five years. Between them, recognised startups can claim a monthly sustenance allowance of Rs. 20,000 for a year (women-led teams get preference), an Idea2POC grant of Rs. 5 lakh for proof-of-concept work, and a Scale-Up grant of up to Rs. 50 lakh covering raw material, marketing, commercialisation, and scaling (the Idea2POC tranche counts toward this). The 2025 policy widens the menu further with an Ideation grant up to Rs. 10 lakh, a Prototype Development grant up to Rs. 25 lakh, a Technological Startup grant up to Rs. 40 lakh, seed funding up to Rs. 50 lakh, a Capital Venture Fund of up to Rs. 10 crore per startup, and the Sarothi interest-subvention scheme for working-capital loans.
Qualifying for these benefits rests on a few conditions: a live MASI, incorporation within the past 7 to 10 years (the exact cut-off depends on the policy version), annual turnover capped at Rs. 25 crore to Rs. 50 crore (again policy-dependent), genuine work on innovation or IP-led products and services, and either incorporation in Assam or at least half the workforce based there.
On the ground, DIIS is rolling out state-run incubators, beginning in Guwahati and slated to reach Dibrugarh, Jorhat, Silchar, Tezpur, and Kokrajhar by 2026. Designated Nodal Agencies screen applications and pass recommendations to the Assam Startup Council, which signs off on funding.
The policy sets ambitious targets: 10,000 fresh startups by 2030, more than 50,000 direct jobs, and Rs. 2,000 crore of private investment. Founders working in education, agritech, tourism, healthcare, logistics, clean energy, IT, or deep-tech, and based in or hiring largely from Assam, should register on the portal, secure MASI, and open up the full set of grants, allowances, and incubation support.
