About this scheme
The Scale-Up Grant is a flagship incentive under the Assam Startup Policy 2017, offered by the Department of Innovation, Incubation and Start-ups, Government of Assam. Startups recognised under MASI (My Start-up Assam ID) are eligible for a grant of up to Rs. 50 lakh per startup to move beyond proof-of-concept into product commercialization and scale.
The grant is inclusive of the Rs. 5 lakh Idea2POC Grant , meaning a MASI-recognised startup that has already drawn the Idea2POC component can access up to Rs. 45 lakh in additional Scale-Up funding. The remaining grant amount may be utilised toward raw material procurement, marketing spend, commercialization activities and other scaling-up costs as identified by the startup.
Eligibility for both the Idea2POC and Scale-Up Grants is evaluated by Nodal Agencies designated by the State Government as per the operating guidelines under the Assam Startup Policy. Approved disbursals are made directly to the startup's registered bank account, typically within 2, 4 weeks of Startup Council approval.
The scheme runs on a rolling basis , there is no fixed annual deadline. Applications are submitted through the Startup Assam Dashboard once a startup has been issued its MASI ID. The same portal also unlocks other Assam-Startup benefits, including a Sustenance Allowance (Rs. 20,000 / month per startup for one year, with preference to women entrepreneurs) and the Sarothi loan-interest-subvention scheme.
Who can apply
- Startup must hold a valid MASI (My Start-up Assam ID) issued by the Department of Innovation, Incubation and Start-ups, Govt of Assam
- Entity registered as Private Limited Company, Partnership Firm, LLP, or One Person Company
- Within 7 years of incorporation at the time of application (within 10 years for biotech)
- Annual turnover not exceeding Rs. 25 crore in any preceding financial year
- Working on innovation, development, deployment or commercialization of new technology / IP-driven products, processes or services
- Incorporated in Assam, OR employs at least 50% of total qualified workforce in Assam
- Not an extension, split or reconstruction of an existing business (including family businesses)
- Final eligibility for grant disbursal evaluated by Nodal Agencies as per Assam Startup Policy operating guidelines

How the application process works
