Startup India Seed Fund Scheme (SISFS) For Startups
by Department for Promotion of Industry and Internal Trade (DPIIT)
Govt seed grant up to Rs. 20L + Rs. 50L debt for DPIIT-recognised Indian tech startups. Rolling applications
DPIIT is a department under the Ministry of Commerce and Industry, established in 1995 and renamed from DIPP in 2019. It runs the Startup India initiative, the country's flagship national startup programme launched in 2016, and had recognised more than 1,97,692 startups as of October 2025, making it the single most important central body for India's startup ecosystem.
Through Startup India, DPIIT provides the national framework for recognition, tax benefits, regulatory simplification, and funding. A recognised startup gains income-tax exemption under Section 80-IAC, self-certification for labour and environmental laws, faster patent applications at reduced fees, and eligibility for the SIDBI-managed Fund of Funds; recognition has become the foundational credential that most state incentive programmes now require or prefer. Its main instruments are the recognition scheme itself, the Fund of Funds for Startups with a Rs. 10,000 crore corpus deployed through 120-plus SEBI-registered AIFs, the Startup India Seed Fund Scheme offering up to Rs. 50 lakh through eligible incubators, and the Credit Guarantee Scheme providing collateral-free debt of up to Rs. 10 crore, supported by the Startup India Hub, the annual State Startup Ranking, and the National Startup Awards.
Recognition is open to any private limited company, partnership firm, or LLP under ten years old with annual turnover below Rs. 100 crore, so effectively every Indian startup can benefit, while the Fund of Funds has anchored billions in private venture capital and the Seed Fund Scheme delivers early capital through approved incubators. Since 2016 the count has grown from a few thousand to nearly two lakh recognised startups, reflecting how thoroughly DPIIT has reshaped the landscape. It is online at startupindia.gov.in.
