About this scheme
The Innovation Voucher Programme (IVP) is a Tamil Nadu government initiative run by the Entrepreneurship Development and Innovation Institute (EDII) to promote structured research, innovation, and commercialisation among MSMEs and startups. It is designed to raise innovation capacity in manufacturing enterprises and help them turn ideas into commercially viable products and services.
The support comes in two stages. Voucher A provides a grant of up to Rs. 3 lakh to help eligible enterprises turn an innovative idea into a working prototype, with a focus on idea validation, research support, and prototype development. Voucher B provides a grant of up to Rs. 7 lakh to take a validated innovation to market, covering service engineering, prototype refinement, design services, technology transfer, intellectual-property procurement, product testing, quality validation, certification, and structured project management.
The programme's strategic aim is to make manufacturing MSMEs more competitive, widen participation in science and innovation, and speed the journey from idea to commercialisation. Innovative proposals are identified through state-level screening and evaluation, and supported with grants and institutional mentorship. Applications are accepted on a rolling basis at editn.in.
Who can apply
- The applicant must be a manufacturing MSME or startup, registered and based in Tamil Nadu.
- The applicant must agree to co-finance the innovation investment in line with IVP norms.
- Where applicable, directors should carry a CIBIL score of at least 750.
- There should be no existing contract between the applicant and the designated Knowledge Partner.
- Voucher A funds idea validation and prototype work, while Voucher B funds commercialising a proven innovation.
